The Impugned Announcements were announcements in the public interest (satisfying the 3 Criteria, in particular directly related to government policy); the statutory and regulatory Exemption permitting Government-supplied APIs to be broadcast does not engage the applicant's constitutional rights under BL 27/BOR 16 or BL 25/BOR 22 on the facts, and even if those rights were engaged the Exemption is justified under proportionality given the Government's unique constitutional role; accordingly the appeal is dismissed.
