THE LEGISLATIVE COUNCIL COMMISSION v. SIXTUS LEUNG CHUNG HANG
- Citation
- [2021] HKCA 259
- Court
- Court of Appeal
- Case number
- CAMP178/2020
The Court struck out CACV 115/2020 and dismissed the summonses and CAMP applications because they were incompetently brought without the requisite leave (notably s63 District Court Ordinance), appeals against Registrar orders were routed incorrectly to the Court of Appeal rather than to a District Judge, and Ms Leung lacked locus to participate in DCCJ 4497/2017; her filings were frivolous and vexatious and amounted to abuse of process, warranting dismissal and an interim restriction on further filings pending consideration of RPO/RAO.
