The admission of the proposed PRC law expert report was refused because the report largely contained the expert's interpretation of the agreement and subjective opinions which would usurp the judge's function, and because PRC law was not necessary to determine breach and the appropriate relief between the Hong Kong parties; accordingly the appeal against the master's refusal was dismissed.
