Section 28 of the Arbitration Ordinance, read with s.32, enables an arbitral award to be enforced against the Crown by leave of the court; Grech does not prevent such enforcement after enactment of the Crown Proceedings Ordinance; s.21 of the Crown Proceedings Ordinance does not exclude the availability of s.28; the Crown failed to show sufficient grounds to refuse leave, so leave should be granted and judgment entered in terms of the award.
