The Court held the definitions in the Ordinance and the Regulations must be read together; the road-bridge falls within the Ordinance definition of "street" (including whole or part of a road bridge) and for measurement the whole bridge width is to be considered so it meets the 4.5m threshold; the site does not abut Borrett Road because the nullah is a substantial natural feature, but it does abut the bridge and therefore is a Class A site governed by Regulations 16, 20, 21 and 22; appeal allowed.
