Applying the two-stage test from HKSAR v Lai Chee Ying and conducting a predictive evaluative assessment of the materials, the court concluded there were sufficient grounds to believe the respondent would not continue to commit acts endangering national security and would surrender under the imposed bail conditions; accordingly the review application was refused and bail was granted.
