The Court held the Ordinance, including the deeming provision treating the West Kowloon Mainland Port Area as an area subject to Mainland law for CIQ purposes (except reserved matters), is consistent with Basic Law articles 18 and 19, does not diminish the HKSAR's high degree of autonomy, and is constitutionally valid; the NPCSC Decision is a highly persuasive interpretative factor and, if engaged, the measure is also proportionate.
