Leave was refused because the evidence demonstrated that the Administrator had considered both the pre-existing solicitor-client relationship and legitimate prima facie performance concerns about Mr Daly, made case-by-case exceptions for special circumstances, and the applicants' original and amended grounds were not reasonably arguable nor disproportionate; the applications were in any event academic and costs were justified.
