The plaintiff established sufficient relevance under s.21 EO because the HSBC accounts were likely to contain material on fund flows and identities of wrongdoers for the period 31 Oct 2019 to 30 Apr 2020; privacy concerns did not outweigh the need to trace the funds; accordingly a targeted disclosure order against HSBC was granted together with limited leave to use the material for tracing and legal proceedings and orders for costs.
