Section 16C did not apply because the Costs Order required costs to be paid out of the Plaintiffs' equitable lien attached to the proceeds paid into court; moreover the Director of Legal Aid, having entered a binding settlement after the ruling and not reserving rights, could not revoke that settlement, therefore the review failed and the taxation decision stands.
