    For Regulation 16 a building is to be treated as fronting a street if the site boundary constitutes the frontage; the defined 'frontage' is the boundary of the site and not fragmented by an intervening alienated strip, so the building (as a unit) fronts the street and the street shadow area must be calculated accordingly; sale of a narrow strip along the boundary does not defeat Regulation 16.
