Court held that CB's allegations could, at credible suspicion standard, amount to trafficking and forced labour and that the Police's dismissal of those possibilities involved irrational reasoning and failure to take relevant matters into account, justifying quashing and remittal of those decisions; however the court set aside the declaration that those investigative failures were causally connected to the absence of a bespoke forced labour offence because the required causal nexus to mandate legislation was not established on these facts.
