The Fixed Penalty (Traffic Contraventions) Ordinance creates civil proceedings recoverable as a civil debt; the magistrate was entitled to prefer the constable's evidence and to find that the vehicle was likely to cause unnecessary obstruction even though other traffic could swerve past it, and thus the magistrate's finding was properly supported by evidence.
