Because the prosecution discharged its onus to show a real possibility that public disclosure in chief or cross-examination of the two ICAC officers would divulge sensitive law-enforcement policies and procedures and thereby prejudice the interests of justice in a broader sense, the judge ordered that the evidence of WONG Sai-chiu and Rebecca LI be taken in closed court; the order was tailored to the narrow necessity of protecting investigative effectiveness while recognising the presumption of open justice.
