By application of statutory construction principles and review of legislative materials and authority, s22A of the Arbitration Ordinance must be read as referring to simple interest only; there was no clear legislative intent to confer on arbitrators a power to award compound interest and the common law did not provide that power; therefore the arbitrator lacked jurisdiction to award compound interest and the appeal is allowed.
