The Court found the magistrate's starting point of 5 months and the resulting sentence of 3 months and 2 weeks were manifestly inadequate and wrong in principle given the gravity of offering $130,000 to influence a single vote in a 46-member electorate and the need for strong general and specific deterrence; the proper starting point was at least 18 months, and after allowing a one-third discount because this was a sentence review, the appropriate sentence is 12 months' immediate imprisonment, therefore the original sentence was quashed and substituted accordingly.
