The High Court held the magistrates lawfully exercised their discretion and had good reasons to refuse the issuance of private prosecution summonses; there was no evidence of bias or unfairness that would lead a fair-minded informed observer to apprehend bias; no basis to issue an arrest warrant given failed service due to defendant leaving employment and no evasion; no sufficient basis to compel Housing Department to disclose address; accordingly, the appeals were dismissed.
