The 1961 communications did not create proprietary rights or an irrevocable licence to occupy; the residents remained permittees under the Resettlement Ordinance and their permits were terminable; there was no unconscionable conduct or estoppel preventing revocation and the notices to quit were valid; accordingly applicants had no entitlement to damages and the appeals fail.
