The court is bound by Bangkok Capital Antique and therefore lacks jurisdiction to extend the mandatory 7-day period in SDO s14(2); because the appellants failed to serve the case stated on the Secretary for Justice and set down the cases within that period with lengthy unexplained delay, the appeals must be struck out; judicial review remains an alternative remedy for excusable delay and meritorious claims.
