"Human remains" in GC 15 includes cremation ashes and GC 15 (and Cl 7(5)) therefore prohibit the storage of ashes on the Lot without consent; under the OZP "columbarium" is a distinct use from "religious institution" and a large-scale commercial columbarium within HDT is not subsumed by the RI use, so RSL required approval; accordingly the Summons was dismissed and the Government's Counterclaim allowed.
