The Court held that Section 12(2) does not require the personal signature of the Attorney‑General; a duly authorised officer may sign claim forms and prior authorisation or subsequent ratification validates the signature. Therefore the adjudicator erred in dismissing the claims for lack of the Attorney‑General's personal signature and the appeals are allowed.
