The Court refused permission to appeal on both the costs order and the 2021 consent order because the applicant failed to show a reasonable prospect of success or other interests of justice: the costs decision fell within the trial judge's wide discretion and was not plainly wrong; the 2021 consent order was a voluntary settlement not vitiated by bias, coercion or misleading conduct sufficient to render it void; long unexplained delay in seeking leave required a strong prospect of success which was not shown; accordingly no stay was granted.
