The appellants were not deprived of property within Article 105 because they retained use of their rented stalls to sell chicken and were offered an alternative location for water birds; the prohibition on selling water birds at the original market was a regulation of land use (control of use) rather than a deprivation or expropriation, and a mere reduction in profit does not equate to deprivation; therefore there was no arguable case for compensation and no need to extend time for leave.
