Judge accepted the accomplice witnesses as honest and reliable, found independent corroboration in the accused's unexplained pecuniary resources under s.21 Prevention of Bribery Ordinance, accepted Mr Batty's notes of the 1977 interview, held the court cannot challenge the Attorney General's consent under s.18A, and concluded beyond reasonable doubt that conspiracies to defraud existed and the accused participated and accepted corrupt payments — convicting him on 17 of 18 charges.
