The Court dismissed the appeal: licence fees were set under clear statutory powers (TO and CL Regulation) and subjected to legislative vetting; the Trading Funds Ordinance permits a trading fund to be self‑financing and to transfer surpluses to general revenue under s10; the respondents considered relevant past results and forward projections and their decision involved economic and policy judgment within statutory purpose and was not ultra vires or Wednesbury unreasonable, so no judicial intervention was warranted.
