Leave to apply for judicial review was refused because there was no reasonably arguable construction point: section 15 does not preclude amendment or replacement of the country parks map to permit excision for alternative public uses (such as landfill) where such excision is proportionate; the Authority and Board acted within statutory powers (s8, s11) and there was no demonstrable apparent bias in the objection process; accordingly the application failed at the leave stage.
