The Court upheld the Medical Council's exercise of discretion: a conviction under the Dangerous Drugs Regulations permits the Council to remove a practitioner's name under s.21; given the public interest and the Council's assessment of the gravity of breaches of dangerous drugs record-keeping, the three-month removal was not plainly inappropriate and the appeal must be dismissed.
