The Full Court held that under Hong Kong law the court has a wider discretion on legal aid and that the facts — discovery of very large quantities of opium and morphine in a premises operating as a distribution centre with all accused present and participating — justified the severe sentences; accordingly legal aid was not granted and leave to appeal against sentence was refused because the sentences were not unduly severe.
