The Court refused to extend the statutory time for appeal because the appeal lacked a reasonable prospect of success: the trial judge's factual findings, supported by the joint neurologist that the applicant suffered a spontaneous ischaemic stroke which caused the fall, were not shown to be plainly wrong; applying the Chung Sau Ling factors the short delay was insufficient to justify extension absent viable grounds of appeal.
