The statute prohibits discharge of matter of a stated nature; therefore it is sufficient to prove the discharged matter is, by its intrinsic properties and composition, polluting/noxious/poisonous or waste matter and no separate legal requirement exists to prove actual or likely harm to the particular waterway.
