Balancing the public interest factors, the court concluded that admission was justified: the appeal raises unusually difficult and novel issues that will substantially affect local jurisprudence and are likely to reach the Court of Final Appeal, the applicants possess significant relevant expertise and their early involvement will facilitate full ventilation of the issues; accordingly both applications for ad hoc admission were granted.
