Bail was refused because the applicant failed to demonstrate exceptionally strong grounds of appeal after a long self‑inflicted delay, and there was a real and imminent risk of absconding demonstrated by his prior jump from bail, long fugitive status, use of a passport with discrepant particulars and failure to explain these matters.

Leave to appeal was refused because the application was filed after an inordinate delay of over ten months without reasonable explanation, the proposed grounds were substantially the same as those already rejected by the tribunal judge and therefore lacked a reasonable prospect of success, and there were no other reasons in the interests of justice to permit an appeal.
