The High Court held that the authenticated foreign warrant need not list all alleged offences and was sufficient although it stated only the conspiracy count; extradition magistrates lack power to order general or specific discovery (including production of the tape) inconsistent with the purpose and statutory scheme of extradition proceedings; the chain of custody for the seized heroin was sufficient to establish a prima facie case; accordingly the habeas corpus application was dismissed.
