The Court held that ss.25 and 26 of the Legislative Council Ordinance permitting corporate voting in functional constituencies are not unconstitutional; Article 26, read purposively and in context with other Basic Law provisions and historical material, does not preclude corporate voting in functional constituencies, and the discrimination challenge fails because the franchise for functional constituencies is based on stakeholder status not mere property ownership.
