Section 4(1) of the Town Planning Ordinance constitutes an exclusive code for matters a draft plan may prescribe; it does not empower the Town Planning Board to prescribe plot ratio; the draft plan provisions imposing a plot ratio of 0.6 were ultra vires and void; accordingly declarations were granted and the Building Authority could not validly refuse plans solely on that basis.
