The judge's method of estimating narcotic quantity from admissions and the seized 11 packets was a reasonable exercise of sentencing discretion, the starting points under Lau Tak-ming were appropriate, plea discounts and distinctions based on timing and criminal records were lawful, and therefore the sentences were not manifestly excessive and must be upheld.
