Given evidence that the election manager had prepared the return and both manager and candidate intended timely lodging, that the failure was a sequence of inadvertent slip‑ups without bad faith, and the delay was short (14 days), the court exercised its discretion to grant an extension under s40(1)-(2); further, the overstatement of a small donation was a prompt, inadvertent error without bad faith and capable of correction under s40(3)-(4)(c) as a reasonable cause.
