The 1961 communications did not create proprietary rights or an irrevocable licence enforceable against the Government; the residents' rights were limited to occupation permits governed by the Resettlement Ordinance and terminable in accordance with their terms; there was no unconscionable conduct or induced belief amounting to proprietary estoppel sufficient to bar revocation; accordingly the notices to quit were valid, no legal entitlement to damages arose in judicial review, and the appeals fail.
