In the context of the OZP the term 'shrine' denotes a small-scale non-building place or structure for worship and expressly excludes buildings; a large-scale commercial columbarium housed in a building does not fall within the 'shrine' always-permitted use in the V zone and is inconsistent with the V zone planning intention, therefore the enforcement notices were valid and the judicial review failed.
