Section 27(1) of the Fugitive Offenders Ordinance permits extradition requests instituted before 1 July 1997 to continue under the prior regime notwithstanding lack of ratification and notwithstanding absence of reciprocal arrangements; absence of reciprocity is a matter for the Executive and not for the courts; accordingly the committal warrant was properly issued and the habeas corpus application is refused.
