Evidence (document P1) proved the appellant's driving licence expired on 22 February 1998 and was never renewed; therefore he had no valid driving licence at the time of the offence and was properly convicted for driving without a licence; the earlier HCMA 584/2018 decision was concerned with third party insurance and did not alter that conclusion.
