The phrase 'the level of the main roof' in regulation 2 of the 1984 Regulations means the highest flat roof of the building that provides substantial shelter; accordingly the canopy's roof counts in measuring height, the building exceeds the 7.62m limit and so is not exempt from the specified provisions of the Buildings Ordinance; the section 24 order was valid and the conviction for failure to comply is upheld.
