Section 23 of the Interpretation and General Clauses Ordinance preserves accrued obligations created by the repealed s122 of the Predecessor Ordinance; accordingly s122 continued to apply to the applicants' obligation to lay the 2012 accounts and, given lack of opposition, absence of prejudice and inadvertence, the court exercised its discretion to grant the relief sought.
