On the civil standard the Court was satisfied that D1 and D3 committed or facilitated terrorist acts and D2 acted as a terrorist associate; forensic financial analysis, messaging evidence and convictions supported that the listed account balances and cash were proceeds of or intended to finance terrorist acts (notably the 12.8 Plot); accordingly those funds constitute "terrorist property" under s.2 and are forfeitable under s.13 UNATMO.
