The court refused leave to appeal and held the procuring offences were not a single transaction for purpose of the one-transaction rule given their occurrence over a prolonged period involving different institutions and victims; the trial judge's division of offences and imposition of concurrent sentences within categories but consecutive between categories was not unreasonable and the overall sentence of 9 years was not inappropriate in all the circumstances.
