Where applicants failed to produce objective evidence to substantiate claims of continuous practice or acceptable qualifications, the Board was entitled to conclude applicants did not meet the alternative qualifying requirements and to require the licensing examination (appeals of Tak Kuen and Christopher dismissed). However, where the Board's reasons were not directed to the applicant's asserted claim and thus gave rise to a real doubt that the correct application was considered (Raymond), the decision must be quashed and the Board ordered to reconsider (certiorari and mandamus).
