Section 17 should be read as creating two categories (offensive weapons; crowbar/picklock/skeleton-key and other instruments fit for similar unlawful purposes) and the Crown may charge alternatively for intent to use or inability to give a satisfactory account; 'fit for unlawful purposes' is confined by ejusdem generis to instruments for securing unlawful access to buildings, containers or enclosed spaces and, on the facts, possession of half a razor blade amid suspicious circumstances supported conviction.
