Permission to apply for judicial review was refused because the applicant failed to identify the required grounds in Form 86 and, on the merits, the challenge had no real prospect of success: the vaccine pass scheme under Cap. 599L pursues a legitimate public health aim, contains exemptions, does not mandate vaccination for employment, and any rights limitations meet the proportionality test within the executive's wide margin of discretion.
