Statutory wording of s17C is clear: failure to produce proof of identity upon a lawful demand completes the offence subject only to proof of a reasonable excuse; police were lawfully executing a warrant under s53 and entitled to demand identification; the magistrate properly accepted police evidence and was entitled to convict for failure to produce identity card and for wilful obstruction, and the appeal is dismissed with the second conviction amended to the correct statutory provision.
