The Tribunal fixed rents by reference to lettings within the same Harbour City development on the same inclusive basis (including airconditioning, water heating and management charges) because the comparables reflected the same amenities and common defects, preferred the more contemporaneous comparables, and adjusted unit rates marginally between the two blocks (Craigie superior to Barnton) to arrive at specific monthly rents.
